Yarn behaves strangely on Windows GitHub Actions

It was surprising in https://github.com/code-chronicles-code/leetcode-curriculum/actions/runs/10758484286/job/29833907264?pr=417 that somehow the health check worked on Windows but not on other platforms. It's not clear whether the health report did anything at all on Windows.
