Downed Leaseholder node impact on query latency

Providing a description in our documentation covering the latency from the point where a Query is issued, a Leaseholder is detected as down, and the subsequent query response would be helpful. There are videos covering this in our Getting Started courses, however, these aren't easily referenced for questions asking this type of question. Covering the variety of scenarios with the latency impacts would be helpful in general for customers.
