Automatically add the task id to the git commit message

As a convention, the task ID will always be at the start of the branch name so `123-some-branch-name` or `PROJ-123-some-branch-name`

The issue does not mention any files, tests, or entry points, so first inspect the repository to find how commit messages are handled. Done means commits automatically include the task ID taken from the leading portion of a branch name such as `123-some-branch-name` or `PROJ-123-some-branch-name`.
