BottomNavigation.Bar Animation stuck after upgrading to React native 0.80.1

### Current behaviour
When i click on any tab on the tab bar, the animation is stuck, i have to click it multiple times to get the full animation to be completed. Happens on both iOS and Android. Started happening after upgrading React native.

### Expected behaviour
Should animate normally giving the ripple effect.

### How to reproduce?
Using BottomNavigation.Bar with React Navigation. Worked fine before upgrading React native to 0.80.1, was on react native 0.79.2

首先，在 React Native 0.80.1 上通过 React Navigation 使用 BottomNavigation.Bar 重现该问题，并在 iOS 和 Android 上与 0.79.2 进行比较。跟踪 BottomNavigation.Bar 的动画和 ripple 入口点，然后验证单击一次选项卡后，动画能在两种环境中正常完成。
