Missing config settings for multiple python versions

### Description

If you have a requirements file that pulls in wheels with manual URLs with different python version constraints, you get an error about missing internal config settings

Bắt đầu từ entry point pip.parse và tái hiện tệp requirements đã được báo cáo bằng lệnh bazel query của Bazel 8.2.1. Kiểm tra các target _config/BUILD.bazel được tạo ra, đặc biệt là target is_cp39_cp311_linux_x86_64 còn thiếu. Được coi là hoàn tất khi các tổ hợp phiên bản Python được hỗ trợ trong bản tái hiện được phân giải mà không có lỗi missing-config-target.
