Wrapping py_binary

Bazel test for wrapping binaries fails on py_binary with rules_python 0.36.0 on Windows.

To reproduce run `bazel test //src/test/py/bazel:runfiles_test` on Windows (with the test enabled).

从 src/test/py/bazel:runfiles_test 开始，并在启用测试的情况下使用 `bazel test //src/test/py/bazel:runfiles_test` 在 Windows 上重现失败。跟踪包装 py_binary 的过程如何定位其生成的 binary.zip；完成标准是包装后的测试能够在 Windows 上成功运行，且不再出现文件缺失错误。
