Wrapping py_binary

Bazel test for wrapping binaries fails on py_binary with rules_python 0.36.0 on Windows.

To reproduce run `bazel test //src/test/py/bazel:runfiles_test` on Windows (with the test enabled).

Start with src/test/py/bazel:runfiles_test and reproduce the failure on Windows using `bazel test //src/test/py/bazel:runfiles_test` with the test enabled. Trace how wrapping a py_binary locates its generated binary.zip; done means the wrapped test runs successfully on Windows without the missing-file error.
