Feature request: Lambda Telemetry API support

## Describe your idea/feature/enhancement

I wish SAM CLI would support the [Lambda Telemetry API](https://docs.aws.amazon.com/lambda/latest/dg/telemetry-api.html)

## Proposal

Provide a mock endpoint similar to the Lambda Logs API in the Lambda runtime images.

SAM CLI would need support in RIE to make this achievable within the emulation images.

Start with the linked Lambda Telemetry API documentation and the existing Lambda Logs API support in the runtime images. Trace how RIE support reaches the emulation images, then verify that a mock Telemetry API endpoint is available and behaves as required by the proposal.
