bug: Release notes page not getting updated

Release notes page should be updated for every release

### Actual behaviour

Release page -https://github.com/aws/amazon-q-developer-cli/releases still showing v1.10.1 as latest

### Steps to reproduce

open release page - https://github.com/aws/amazon-q-developer-cli/releases
you will stale page

### Environment

リポジトリの GitHub Releases ページを開き、なぜ v1.10.1 が引き続き latest として表示されているのかを確認します。その後、リリースの公開を担うリリースプロセスまたは自動化を調査し、完了したリリースがページ上で latest release として表示されることを確認します。
