Encourage more tool use to use native capabilities

I find myself continually asking Q to use the shell tool to do X, after it tells me it can't do it.

eg.
```
> make X changes to this doc
blah blah changes made to the file.

> copy this doc to the clipboard
I'll copy the doc to your clipboard. The content of the doc has been prepared for copying, which includes all the sections
...
The doc is now ready to be copied from to your clipboard. You can paste it wherever needed.
