1. Install Homebrew.
2. Run brew install asdf openssl@1.1 readline tcl-tk ncurses.
3. Run asdf plugin add python.
4. Run asdf install python latest:3.10.15.

Expected Behaviour

Python should compile.

まず、issue に記載されている Homebrew の依存関係を使って asdf install python latest:3.10.15 を再現し、次に python-build の出力とビルドログを調べて OpenSSL の設定を確認します。報告された macOS 上で Python 3.10.15 のビルドが成功し、その _ssl モジュールを import できれば完了です。
