[Feature request] table model What is the support plan for Pipe

### Motivation

1. What is the support plan of the table model for Pipe

2. Can Flink CEP be moved to Pipe?

1) low-pressure events (< threshold)

2）The maximum gap is 2 minutes

3) Keep silent after calling the police

4) Silence will only be lifted when the voltage reaches the normal level (≥ threshold)

5) Repeat forever
