Create SECURITY.md

Hello 👋

I run a security community that finds and fixes vulnerabilities in OSS. A researcher (@w-henderson) has found a potential issue, which I would be eager to share with you.

Could you add a `SECURITY.md` file with an e-mail address for me to send further details to? GitHub [recommends](https://docs.github.com/en/code-security/getting-started/adding-a-security-policy-to-your-repository) a security policy to ensure issues are responsibly disclosed, and it would help direct researchers in the future.

SECURITY.md ファイルに関する GitHub のリンク先のガイダンスを確認し、想定されているセキュリティ連絡先を issue の作成者と確認します。合意したメールアドレスと、脆弱性の詳細を責任を持って共有するための手順を記載した SECURITY.md を追加します。研究者が明確な連絡経路を持てる状態になれば完了です。
