[Proposal] Protobuf

I want to suggest rewriting AST into protobuf format to support it in other programming languages. Perhaps I'm not taking into account the huge amount of work that follows, but I can imagine a situation where it would be extremely useful (for example, in proto-generators for SQL interaction). Thanks for your attention!

ファイル、テスト、エントリポイントは指定されていません。まず既存の Rust AST を確認し、提案されている SQL インタラクションジェネレーターを含め、他の言語で使用するために protobuf 表現が必要となる部分を定義してください。完了には、小規模で孤立した変更ではなく、合意された設計と実装計画が必要です。
