We have a security policy NOT to use a default `port 22` for SSH. ACS doesn't support alternative ports now. We need this feature.

從後續 issue #8223 和 Core 元件的內容開始。將完成定義為允許管理員設定並使用 22 以外的 SSH 連接埠，然後針對 CloudStack 4.19.0.0 和 main branch 驗證所要求的行為。
