We have a security policy NOT to use a default `port 22` for SSH. ACS doesn't support alternative ports now. We need this feature.
Follow up of #8223

从后续 issue #8223 和 Core 组件上下文开始。将完成定义为允许管理员配置并使用除 22 之外的 SSH 端口，然后针对 CloudStack 4.19.0.0 和 main branch 验证所请求的行为。
