We have a security policy NOT to use a default `port 22` for SSH. ACS doesn't support alternative ports now. We need this feature.

Begin with follow-up issue #8223 and the Core component context. Define completion as allowing an administrator to configure and use an SSH port other than 22, then verify the requested behavior against CloudStack 4.19.0.0 and the main branch.
