UI: Import VM unable to match the VLAN 0 to Untagged VLAN

### problem

While importing VM from vcenter with CloudStack UI, VMs on vCenter with VLAN 0 are expected to be allowed to import to 'Untagged' VLAN guest networks in CloudStack. But it doesn't allow.

### The steps to reproduce the bug

1.Import a VM in vCenter with NIC on network without VLAN i.e VLAN 0.
2. Try selecting the guest network (shared for example) with 'Untagged' VLAN.

UI needs to be fixed.

复现 issue 中描述的导入流程：导入一个其 NIC 使用 VLAN 0 的 vCenter VM，然后选择一个带有 Untagged VLAN 的共享来宾网络。跟踪 UI 的来宾网络匹配过程，并确定 VLAN 0 被拒绝的位置；当网络可以成功选择且现有导入流程仍能正常工作时，即表示完成。
