UI: Import VM unable to match the VLAN 0 to Untagged VLAN

While importing VM from vcenter with CloudStack UI, VMs on vCenter with VLAN 0 are expected to be allowed to import to 'Untagged' VLAN guest networks in CloudStack. But it doesn't allow.

### The steps to reproduce the bug

1.Import a VM in vCenter with NIC on network without VLAN i.e VLAN 0.
2. Try selecting the guest network (shared for example) with 'Untagged' VLAN.

UI needs to be fixed.

Reproduce el flujo de importación descrito en el issue: importa una VM de vCenter cuya NIC usa VLAN 0 y, después, selecciona una red de invitados compartida con una Untagged VLAN. Sigue el matching de la red de invitados en la UI e identifica dónde se rechaza VLAN 0; se considera terminado cuando la red se puede seleccionar correctamente y el flujo de importación existente sigue funcionando.
