The import VM tasks step is shown as ConvertingInstance while its still exporting from vcenter. It needs to show in UI,API the correct step i.e exporting the instance/OVF.

1. Import VM from external vCenter
2. Compare the import vm tasks, steps, and actuals in vCenter.

Steps should match the actuals.

外部の vCenter からのインポートを再現し、UI と API におけるインポート VM タスクのステップを、実際の vCenter の操作と比較します。エクスポートフェーズが ConvertingInstance ではなく、インスタンス/OVF のエクスポートとして表示されれば、作業は完了です。
