Support the deployment of a cks cluster on a specific Pod, Cluster and Host.

### The required feature described as a wish

As an Admin Operator I would like to specify a specific Pod, Cluster and Host for a cks deployment

Currently the API doesn't support it

It would be beneficial for the admin user to manage the cks deployment

Currently, the admin user can do that for a vm instance
