Allow upload ssl certificates for a specifc zone

### The required feature described as a wish

As a User/Admin/Operator I would like to ,upload custom SSL for specific zone

Currently the certificate applies to all the zones once uploaded

The API also doesn't have the zone id parameter

There is a pr which moves the console proxy configuration from global level to zone level

It would be beneficial for the operator to have certificates at zone level

まず uploadCustomCertificate API のドキュメントと、console proxy の設定をグローバルレベルからゾーンレベルに移行する関連 PR #11415 を読んでください。現在、証明書のアップロードとゾーン設定がどのように関連付けられているかを追跡してください。オペレーターが他のゾーンの証明書を変更せずに、1 つのゾーンにカスタム証明書をアップロードでき、API にゾーン ID が表現されていれば完了です。
