UI/API: Provide option of Domain Id in Service offering

### The required feature described as a wish

As a Admin user I would like to dedicate some offerings to a particular Domain or an Account

Currently, we provide the option to dedicate Zone, Pod, Cluster, Host to a domain or a account and other resources

Currently, all the create offerings support only the domainid parameter ,

If we can extend the feature of dedicating a service offering to an account it would be great

Cloudstack can provide the option of only domain id in the UI for create service offerings in the UI , it would be helpful for the admin user tp dedicate it to a particular domain

Inizia con le API documentate createServiceOffering, createDiskOffering, createNetworkOffering e createVPCOffering, quindi confrontale con le API esistenti dedicateZone, dedicatePod, dedicateCluster e dedicateHost e con la UI dei service offering. Il lavoro è completato quando l’opzione richiesta di dedicazione al dominio o all’account è definita in modo coerente per i tipi di offering selezionati nell’API e, ove applicabile, nella UI.
