UI/API: Provide option of Domain Id in Service offering

### The required feature described as a wish

As a Admin user I would like to dedicate some offerings to a particular Domain or an Account

Currently, we provide the option to dedicate Zone, Pod, Cluster, Host to a domain or a account and other resources

Currently, all the create offerings support only the domainid parameter ,

If we can extend the feature of dedicating a service offering to an account it would be great

Cloudstack can provide the option of only domain id in the UI for create service offerings in the UI , it would be helpful for the admin user tp dedicate it to a particular domain

Commencez par les APIs documentées createServiceOffering, createDiskOffering, createNetworkOffering et createVPCOffering, puis comparez-les aux APIs existantes dedicateZone, dedicatePod, dedicateCluster et dedicateHost ainsi qu’à l’UI des service offerings. Le travail est terminé lorsque l’option demandée de dédication au domaine ou au compte est définie de manière cohérente pour les types d’offering sélectionnés dans l’API et, le cas échéant, dans l’UI.
