説明
When attempting to migrate a VM across clusters with storage pool with zone-wide scope via UI, the `migrateVirtualMachineWithVolume` API is invoked as opposed to `migrateVirtualMachine`. This is because https://github.com/apache/cloudstack/blob/main/engine/api/src/main/java/org/apache/cloudstack/engine/subsystem/api/storage/PrimaryDataStoreDriver.java#L200 hasn't been overridden in the `SolidFirePrimaryDataStoreDriver` and set to true.
