### Describe the enhancement requested
As documented in the non-goals section of https://github.com/apache/arrow/issues/41730, the `JsonFileReader` and `JsonFileWriter` must be updated to use the new API proposed in that issue.
1. `TypeLayout.getTypeBufferCount` and `TypeLayout.getTypeLayout` usage must be updated.
2. Adding corresponding test cases.
