[Java][JDBC][FlightSql] Select query fails when using JDBC to query Sqlite example

### Describe the bug, including details regarding any error messages, version, and platform.

Running [this example](https://github.com/apache/arrow/blob/main/go/arrow/flight/flightsql/example/cmd/sqlite_flightsql_server/main.go)

I then use DBeaver with the Arrow JDBC Driver

`jdbc:arrow-flight-sql://localhost:53822?useEncryption=false&disableCertificateVerification=true&user=flight_username&password=xxxx`

When running a Select statement and debugging, I see it is performing a Put on the backend and trying to run an Update statement resulting in no data:



If I run a Flight Server using [this example](https://github.com/voltrondata/flight-sql-server-example), and run a Select query, it works fine.
`jdbc:arrow-flight-sql://localhost:31337?useEncryption=true&disableCertificateVerification=true&user=flight_username&password=xxxx`

Riprodurre il malfunzionamento con l’esempio Go sqlite_flightsql_server, DBeaver e l’Arrow JDBC URL mostrata nel report. Confrontarlo con il flight-sql-server-example funzionante e tracciare il motivo per cui SELECT viene trattato come un aggiornamento; il lavoro è completato quando l’esempio SQLite restituisce righe di risultato tramite il driver JDBC.
