**Bug Description**
Request ID: req_011Cev7ifBrgHoiH4uijsE3G. Unexpected [cyber] safeguard stop during an authorized, non-live review of a local Windows startup/recovery configuration packet. The reviewer verified pinned file hashes and read the documents, then was about to create its own sandbox for isolated tests with stubbed operating-system actions and read-only host observations. The authorized scope excluded changes to the production server, scheduled tasks, credentials, and live business data. The production server was to remain untouched.
