**Bug Description**
Request ID: req_011Cev7ifBrgHoiH4uijsE3G. Unexpected [cyber] safeguard stop during an authorized, non-live review of a local Windows startup/recovery configuration packet. The reviewer verified pinned file hashes and read the documents, then was about to create its own sandbox for isolated tests with stubbed operating-system actions and read-only host observations. The authorized scope excluded changes to the production server, scheduled tasks, credentials, and live business data. The production server was to remain untouched. Please review whether this is a false positive and advise the supported resolution. The exact cause is unknown; this report does not request bypassing safeguards.
