In multi select, add an option to limit the number of items user can select in multi select

User can select unlimited number of items in multi select

#### What is the use-case or motivation for changing an existing behavior?
It is not uncommon to see questions in surveys like: you may choose up to 3 reasons why you like our product

まず Angular Material の multi-select コンポーネントと既存のテストを見つけ、選択の変更がどのように処理されるか、またコンポーネントのオプションがどのように公開されているかを確認します。multi-select で設定可能な選択数の上限が機能し、通常の選択動作を維持したうえで、その上限をカバーするテストがあることを完了条件とします。
