bug(chip): chip selection state does not match [selected] v19.1.1

### Description

I have a component with selectable stacked chips with drag drop to rearrange/toggle columns of my table.

after 19.1.1 update moving deselected chip changes the selection of other chips not respecting the [selected] in mat-chip-option

I have create a minimal reproduction of the issue

Inizia con la riproduzione minima collegata all'indirizzo github.com/Siddhu-K/chip-drag e riproduci il problema alternando i chip, quindi trascinando un chip deselezionato. Traccia l'interazione tra mat-chip-listbox, mat-chip-option [selected] e cdkDropList. Il lavoro è completato quando la selezione visualizzata rimane coerente con il valore selected di ogni chip dopo il riordinamento.
