bug(chip): chip selection state does not match [selected] v19.1.1

### Description

I have a component with selectable stacked chips with drag drop to rearrange/toggle columns of my table.

after 19.1.1 update moving deselected chip changes the selection of other chips not respecting the [selected] in mat-chip-option

I have create a minimal reproduction of the issue

Commencez par la reproduction minimale liée à l’adresse github.com/Siddhu-K/chip-drag et reproduisez le problème en basculant des chips, puis en faisant glisser un chip désélectionné. Suivez l’interaction entre mat-chip-listbox, mat-chip-option [selected] et cdkDropList. Le travail est considéré comme terminé lorsque la sélection rendue reste cohérente avec la valeur selected de chaque chip après leur réorganisation.
