bug(input, select, autocomplete): wrong hover indicator on hover error and hint

### Description

If a user hovers over a hint or an error message, the hover focus indicator of the component is triggerd.

Steps to reproduce:
1. https://material.angular.io/components/input/examples
2. hover over email hint, force email validation error, hover over mat-error

no hover focus indicator for components if hover on hint or error message
