Esbuilder cannot localize 3rd party components

### Description

I am start using the new angular builder and stuck with localizing an app. The texts are stayed in a source locale and the corresponding LOCALE_ID is not provided.

### Minimal Reproduction

1. git clone https://github.com/destus90/angular-esbuilder-kendo-localization
2. npm install
3. npm run start:fr
4. Observe browser's console (the provided LOCALE_ID is 'en-US') and the texts are not translated into French

Bắt đầu với lệnh serve trong bản tái hiện tối thiểu được liên kết và chạy npm install, sau đó là npm run start:fr. So sánh LOCALE_ID được cung cấp là en-US với bản build tiếng Pháp và hành vi của console trình duyệt; hoàn tất khi văn bản của component bên thứ ba được bản địa hóa sang tiếng Pháp.

Do mô hình lập chỉ mục viết ra từ nội dung của issue.
