### Description
I'm seeing the windows smoke test time out frequently without an error, just no windows. Downloading and testing some of these builds, they consistently seem to work. Might want to add 30 seconds to the timeout if that will improve reliability. Alternately, we could try using the onedir builds to reduce the startup overhead of the onefile build.
