### Description

Update existing actions to use the new standardised response mechanism introduced in previous tickets.

### Acceptance Criteria

- No actions manually construct response payloads
- All actions use the new approach consistently
- Code duplication is reduced

### Notes

- Refactor should not change external API behaviour unless explicitly intended
