Automatically upgrades character versions like Dependabot

The current version of Character is manually maintained on a regular basis and I would like to refer to the [Dependabot](https://docs.github.com/zh/code-security/dependabot) automated upgrade version.

Dependabot is a Github standard, not suitable for non-standard like Catalog, you may need to do roundtrips based on Github Actions, like [paketo-buildpacks/samples/blob/main/.github/workflows/update-tools.yml](https://github.com/paketo-buildpacks/samples/blob/main/.github/workflows/update-tools.yml).
