Device-specific Available Operations component

When new operations are published to the Available Operations topic, they should add to the current available operations list, and remove only themselves when the related device is disconnected.

A likely fix for this is for every device that has operations to be displayed in its own component. For example, Hubble and Krib (Pi and Laptop) would have different operations that would each be displayed within their own component in the web app.
