Set some variable as safe local variables

Should a few variables be set as safe by default such as:
- magit-todos-depth
- magit-todos-update
- magit-todos-scanner
- magit-todos-exclude-globs
- magit-todos-ignored-keywords

A lot of these can be useful tune down some bigger repositories or avoid false noise like when templates contain words such as todo.
