[Suggestion] About merging Chinese and English versions together

I see that you have two versions seperated from each other:

1) Chinese Version: https://github.com/chjw8016/alibaba-java-style-guide
2) And here's the English version.

So my suggestion is that they should be both synchronized and merged.

首先，将 issue 中链接的中文 repository 与英文版本进行比较，并记录它们的内容在哪些地方存在差异。明确目标是同步还是合并结构；完成的标准是两个语言版本共同维护且不存在分歧。
