feature_request(IDE): Sublime Text integration

### 1. Summary

It would be nice, if will be realized integration birdseye for [**Sublime Text 3**](https://www.sublimetext.com/3). Plugins for Sublime Text are written in Python.

1. Sublime Text — second most common Python IDE (after PyCharm) by [**Python Software Foundation Statistics**](https://twitter.com/ThePSF/status/981954950807867392).
