This could either mean you have to add the '@base_pip3' repository with a statement like `http_archive` in your WORKSPACE file (note that transitive dependencies are not added automatically), or move an existing definition earlier in your WORKSPACE file.
另外官网文档中，写完自定义代码直接执行./build.sh?目录中没有build.sh这个文件呀
