説明
- `/listAccounts` and `/listTransactions` should support passing consent as JSON in `X-Create-Consent-If-None` header, so that OPBA knows what consent to create if it is missing. This field should be used during consent authorization. Note that it should be optional field
- Add support for this in Fintech/Fintech UI too
