DC Platform production website: Update footer in documentation and get started microsite

On production website, the documentation and get started pages are showing an older footer. It's different than the footer on the other marketing pages.

Footer should be the same color as home/pdf embed/pdf tools web pages

Footer in documentation and get started pages is a different color and reads copyright 2019
