Verify if Trigger / Rules generation is iterated over `basePaths`

Please verify and fix if it is a bug.

Start with the linked issue #154, then trace Trigger and Rules generation wherever basePaths is consumed. Verify whether generation handles every basePaths item rather than only the first; done means fixing the confirmed behavior or establishing that no bug exists, with coverage for the result.
