Browse by paper award

It could be interesting to browse award-winning papers over time.

I could imagine a page organized by year that the paper was written listing the award-winning papers. (The list of lower-tier awards like "Outstanding paper" at ACL could be collapsed by default.)

No files or tests are referenced in the issue body. Start by locating the existing paper listing pages and award display logic, then trace where award metadata is loaded for rendering those lists. Next, identify where to add a new browse-by-year route/page in the same web flow and implement the year grouping with lower-tier awards collapsed by default. Validate by running the project’s normal build/tests and opening the new page to confirm award-winning papers are grouped by year.
