Mô tả
Hypothesis: if an author ID has an ORCID-derived suffix, and the person with that ID has no name string overlap with a legacy-verified author with the same name slug, then they should probably be merged.
Such a case was discovered in #7379, where the OpenReview preferred name associated with the ingested ORCID was not one of the names previously known to the Anthology.
