ALL-CAPS titles

There are many papers with titles in all caps (e.g., [ACL 1989](https://acl.uber.space/events/acl-1989/). This overlaps with other issues but it's an easy check so I'm creating a separate issue for it here.

Start with the ACL 1989 example linked in the issue and identify the underlying paper records whose titles are entirely uppercase. Inspect how those titles are stored and rendered in the anthology data, then verify that all affected records are corrected without changing intended capitalization.
