Configure more basemaps

There are cases when there's imagery in https://github.com/osmlab/editor-layer-index that's much better than the global options. Unfortunately we can't use this directly because browsers enforce CORS and many sources have restrictions in place. But there are workarounds when running locally for advanced users (using a proxy to access the tiles). Figure out how to make this easy to do when we want to.
