Bugs using tab on images when a video is bellow

What’s broken?

If I select an image and there is a vidéo below or another image.
Tab will move the selection to the video

What did you expect to happen?

It should indent as suggested in #2545

When no video tab goes in the block menu then on on the image menu.
If tab is for indentation we should probably find another way to navigate for people with accesibility issues (linking #2812)

Start by tracing keyboard handling for image and video blocks in the editor, focusing on how Tab moves selection when a video or another image follows an image. Reproduce the sequence described in the issue and compare it with the indentation behavior requested in #2545. Done means Tab indents as expected without removing an accessible way to navigate block controls, as noted in #2812.
